The First Beast (Kingdom of Rome ) of Revelation ch 13 is ruled by the little horn power (Papacy) and the Devil grants to that kingdom his power to deceive, seduce, beguile, persecute. That power was numerically small but across the centuries recruited armies to do it's bidding, as it sought to rule the world through a mixture of paganism, religion that attempts to rewrite Scripture and history, and thinks it can change God's Ten Commandment Law. The Leopard is Greece so tis kingdom has Greek characteristics, the Bear is the Medes and Persian duel kingdom whose laws can not be changed once decreed - so this kingdom says it's decrees are infallible and can not be changed. Babylon was the Lion - so this kingdom is proud, persecutes, is the richest of the kingdoms, has fallen away from the Bible and Bible only, and declares it's traditions and beliefs be followed instead of Scripture, and requires worshiping images - like happened in the Book of Daniel on the plains of Dura.
If so How ? Revelation 20:2 And he laid hold on the dragon, that old serpent, which is the Devil, and Satan, and bound him a thousand years,
Revelation 13:2 And the beast which I saw was like unto a leopard, and his feet were as the feet of a bear, and his mouth as the mouth of a lion: and the dragon gave him his power, and his seat, and great authority.
Revelation 13:4 And they worshipped the dragon which gave power unto the beast: and they worshipped the beast, saying, Who is like unto the beast? who is able to make war with him?
In the fifth and sixth centuries this kingdom started building a new army to act as cannon fodder - but over time this religious / military power also wanted to rule. This recruited power became Islam, that venerates Mary,and will in the end also obey and bow to the first Beast (kingdom) of Revelation ch 13.
This power (the first Beast Kingdom of revelation ch 13 ) ruled and persecuted foe 1,260 years, got a deadly wound, began recovering starting in 1929 when the Lateran Pact or treaty was signed and enacted. The second Beast (kingdom) of Revelation 13:11-17 makes wars and cause all Earth to worship (obey ) the Papacy's wishes and teachings so through the military, financial, political power of the second kingdom all the world follows Rome/Papacy . Appropriating the Righteousness of Christ

You will need to learn the Sanctuary and it’s Lessons - to find, understand, and teach the types of Christ in the Bible, and the symbols pointing to Him and the work He would do as Messiah, Kinsman Redeemer, Saviour. Prophecies point to a Redeemer to come, but Islam can not Redeem and in it's modern teachings rejects ISSA Christ as Redeemer - this violates Quran's references to ISSA as Intercessor / Messiah, and violates the Bible which Quran says the Most High God sent.

The world needs today what it needed nineteen hundred years ago--a revelation of Christ. A great work of reform is demanded, and it is only through the grace of Christ that the work of restoration, physical, mental, and spiritual, can be accomplished. {MH 143.2}
Christ's method alone will give true success in reaching the people. The Saviour mingled with men as one who desired their good. He showed His sympathy for them, ministered to their needs, and won their confidence. Then He bade them, "Follow Me." {MH 143.3}
There is need of coming close to the people by personal effort. If less time were given to sermonizing, and more time were spent in personal ministry, greater results would be seen. The poor are to be relieved, the sick cared for, the sorrowing and the bereaved comforted, the ignorant instructed, the inexperienced counseled. We are to weep with those that weep, and rejoice with those that rejoice. Accompanied by the power of persuasion, the power of prayer, the power of the love of God, this work will not, cannot, be without fruit. {MH 143.4}
